  5.     In the past 16 years 63,000 boat people have fled Vietnam to
  6. seek asylum in Hong Kong. Unable to accommodate them in
  7. overcrowded detention centers, the colony wants to send back all
  8. who do not qualify as bona fide refugees under U.N. guidelines.
  9. Last week, after two years of negotiations, Britain and Vietnam
  10. signed a statement of understanding in which Hanoi agreed to the
  11. return of nonpolitical refugees.

  13.     A key issue -- whether or not force would be used in the
  14. repatriation -- has yet to be resolved. Hong Kong officials
  15. implied last week that coercion would be used if necessary, but
  16. the U.S. reiterated its longstanding objections. "We will do
  17. everything we can to encourage and enable people to return home
  18. with dignity," said Hong Kong Secretary for Security Alistair
  19. Asprey. "Whether they do so depends on their own behavior, which
  20. we cannot control." Some 11,000 Vietnamese have already been
  21. induced to return home voluntarily by the offer of cash payments
  22. totaling $410 a person.

  24.     Those still left in the squalid camps -- some have been
  25. there for more than five years -- have made it clear they will
  26. not go peaceably, and have even threatened suicide. "If armed
  27. police enter the camp to force us back," said a refugee leader
  28. last week, "we will tie our hands and legs together so we are
  29. unified, and we will kill ourselves."
